The NIF drops profit-based tax holidays in favour of an outcome-based model: you apply under a tiered structure for either a Special Tax Rate or an Investment Tax Allowance, and the package you get is scored on the National Investment Aspirations scorecard against six outcomes — economic complexity, high-value jobs for Malaysians, domestic supply-chain linkages, industrial clusters, inclusivity and sustainability. It is being rolled out in phases as announced in Budget 2026: manufacturing from 1 March 2026, services from Q2 2026 with the exact date still to be announced. Applications under the old Promotion of Investments Act closed on 28 February 2026. A tax incentive only helps if your company is profitable and paying tax, and MIDA approval is needed before you rely on it.
