MTDC grant under MOSTI's MySTI programme for Malaysian start-ups and SMEs that developed their own technology through R&D and are producing it for government procurement. Domestic Investment Strategic Fund (DISF)

A 50:50 matching grant from MIDA for Malaysian-owned manufacturing and services companies moving into higher value-added, high-technology, knowledge-intensive and innovation-based activities. DISF is a RM1 billion fund introduced in July 2012 under the Domestic Direct Investment Initiatives, and it reimburses up to 50% of eligible expenditure — technology and machinery acquisition, technology upgrading, outsourcing opportunities created by MNCs operating here, and obtaining international standards or certifications. It is not an outright grant: awards are contingent on your own investment and are decided case by case on the merits of each request, so there is no published per-company ceiling. Open to new companies in manufacturing and services with at least 60% Malaysian equity, and to existing companies with at least 60% Malaysian equity that are reinvesting — expansion, modernisation or diversification.

MIDA Tax Incentives (New Incentive Framework)

Malaysia rewards approved investment with tax incentives rather than cash, and from 2026 those incentives are granted under the New Incentive Framework (NIF). The NIF drops profit-based tax holidays in favour of an outcome-based model: you apply under a tiered structure for either a Special Tax Rate or an Investment Tax Allowance, and the package you get is scored on the National Investment Aspirations scorecard against six outcomes — economic complexity, high-value jobs for Malaysians, domestic supply-chain linkages, industrial clusters, inclusivity and sustainability. It is being rolled out in phases as announced in Budget 2026: manufacturing from 1 March 2026, services from Q2 2026 with the exact date still to be announced. Applications under the old Promotion of Investments Act closed on 28 February 2026. A tax incentive only helps if your company is profitable and paying tax, and MIDA approval is needed before you rely on it.
